Leonard Cowee

Paralegal

Leonard is a member of the public law team. As a paralegal, he assists the solicitors across the team's caseload.

His work focuses on preparation for judicial review proceedings. He has particular experience challenging Home Office decisions relating to foreign national offenders liable to deportation. This includes decisions to revoke the Indefinite Leave to Remain (ILR) of individuals who have won their deportation appeals, as well as failures to provide digital proof of status to those whose appeals are concluded or ongoing.

Leonard also has experience in litigation relating to victims of modern slavery, particularly concerning the provision of adequate support to victims or potential victims under the National Referral Mechanism (NRM). In addition, he has assisted with claiming damages in compensation for violations of ECHR rights.

Leonard attended the University of Cambridge, graduating with a first-class bachelor's degree in Theology, Religion, and Philosophy of Religion in 2022, followed by a master's degree in Philosophical Theology. He joined Turpin Miller in 2023, working first in the personal and family immigration team, then moving to the deportation and detention team, before joining the public law team in 2026.
